This is a clever word. Like a ham radio operator. It's so cold in Iowa, even in mid April, that the girls' headlights (nips) are all on High Beam.

Very excellent and clever reference to Tokyo Rose - also we bet many visiters here would love to play ham radio operater with Joan and tune in Tokyo.
